    Sector ready to step up as £39bn Spending Review delivers transformational commitment to housing

    Bromford Flagship, one of England’s biggest housing association housebuilders, has praised the government’s Spending Review for providing the certainty housing associations need to plan, invest and deliver at scale.

    The commitments come as Bromford Flagship demonstrates sector-leading delivery, completing 1,770 homes in 2024-25 – bucking the industry trend that saw overall affordable housing starts decline by 39%.

    Robert Nettleton, Chief Executive, said: “This is a transformational and practical set of decisions. Rachel Reeves has listened to the sector and delivered the funding scale and certainty that will unlock development and enable housing associations like Bromford Flagship to deliver at scale and pace.

    “We’re investing nearly £4bn during this Parliament, with a commitment to deliver 2,000 homes a year, half of them at social rent. The return to rent convergence alongside 10-year funding certainty means we can plan, borrow and invest with confidence to help deliver the government’s 1.5 million homes target.

    “This is about more than housing numbers. It’s about enabling people to thrive, by investing in places and potential. With today’s Spending Review, we now have a clearer pathway to do so with confidence. We’re ready to work with Homes England and MHCLG to help shape the next phase of delivery.

    “We’re also encouraged by the government’s recognition that housing delivery must go hand-in-hand with placemaking and skills development. The commitment to training and apprenticeships alongside the £39bn programme demonstrates an understanding that sustainable housing delivery requires local workforce development and community investment – principles that are central to our own approach.”

    Bromford Flagship has already submitted detailed proposals to government and is actively working with partners to ensure the new investment programme delivers impact where it’s needed most.
