Construction is now underway on a new social housing development in Maltby, Rotherham — marking another milestone in Rotherham Metropolitan Borough Council’s pledge to deliver 1,000 new homes for local people by 2027.
The £multi-million scheme will see the creation of 45 high-quality affordable homes across three key sites — Larch Road, Addison Road and Elm Tree Road. Designed to meet the evolving needs of the local community, the development comprises a mix of specialist bungalows, apartments, and two-, three- and four-bedroom family homes, making it one of the largest single housing investments in Maltby in recent years.
Collaborative Delivery Through EN:Procure Framework
Appointed through Efficiency North’s EN:Procure Gen-4 New Build Framework, GS Kelsey Construction is leading delivery of the project. The framework provides local authorities and housing providers with a robust procurement route designed to streamline project delivery, ensure quality standards, and generate social value through local employment and skills initiatives.
Marina Inkles, Commercial and Contract Support Manager at Efficiency North, commented:
“Seeing construction progress at Maltby is incredibly rewarding — this is precisely the kind of tangible community impact our frameworks are designed to enable.
“Through EN:Procure, we’re able to unite the right partners to meet something as fundamental as housing need. Working hand-in-hand with Rotherham Council, this collaboration demonstrates the sector’s ability to deliver not just homes, but long-term social and economic value.”
Designing for Sustainability and the Future
In line with Rotherham Council’s Net Zero 2040 target, the homes have been designed with sustainability and energy efficiency at their core. Each property will incorporate air-source heat pumps and low-carbon technologies to reduce residents’ energy bills and environmental impact.
Building for Community Impact
The development officially broke ground with a ceremony attended by key stakeholders, including Cllr Linda Beresford, Rotherham Council’s Cabinet Member for Housing.
Cllr Beresford said:
“The council is committed to enabling residents to live well by providing homes that meet their diverse needs. We’re on track to deliver 1,000 new council homes by summer 2027 — our most ambitious housing programme since the 1970s.
“It’s fantastic to see work starting here in Maltby, and to know the project will also deliver local jobs, training opportunities, and wider community benefits.”
A Model for Partnership-Driven Development
The Maltby scheme stands as a clear example of how partnership frameworks like EN:Procure can accelerate the delivery of sustainable, high-quality social housing. By aligning strategic procurement, community engagement, and low-carbon design, Rotherham Council and its partners are helping to set a new benchmark for local authority housing programmes across the region.
Would you like me to tailor it further for a specific magazine (e.g. Inside Housing, Housing Digital, Building, Property Week)? I can adjust tone and emphasis depending on whether the audience is more policy-focused, developer-oriented, or construction trade.
